BOUCLIER PDSD – National Program for Diabetes Prevention, Screening and Care in Niger (2025–2030)

Diabetes has become a major public health challenge in Niger, with a rapid increase in cases, frequent late diagnosis, severe complications (blindness, kidney failure, amputations), and limited access to specialized care.
Health infrastructures are insufficient, medications are expensive, and most patients do not receive any regular follow-up.

In response to this growing challenge, ONG LUSAA, in collaboration with its technical and institutional partners, is leading the National PDSD Program (2025–2030): a comprehensive strategic framework designed to sustainably transform diabetes prevention, screening, and care in Niger.

 Vision 

Ensure that every Nigerien has equitable, continuous, and high-quality access to diabetes prevention, screening, and care services, in order to reduce morbidity, mortality, and inequalities.

                                  Overall Objective
Significantly reduce the progression of diabetes in Niger by strengthening prevention, expanding access to screening, and improving the comprehensive management of people living with diabetes.

                                  Specific Objectives

  • Promote health education and behaviors that support well-being (nutrition, physical activity).

  • Expand early screening in health centers, schools, workplaces, and communities.

  • Improve access to medical consultations, laboratory tests, and essential medications.

  • Strengthen the capacities of health workers and community-based agents.

  • Implement digital monitoring mechanisms and national diabetes registries.

  • Support patients with complications through improved and standardized care pathways.

Strategic Pillars of the Program (2025–2030)

                                        1. Prevention and Health Education

  • National multi-platform awareness campaigns.

  • Educational programs in schools, on radio, in markets, and public spaces.

  • Promotion of balanced nutrition and physical activity.

                                        2. Early and Mass Screening

  • Deployment of screening campaigns in urban, rural, and peri-urban areas.

  • Integration of systematic screening in health centers.

  • Establishment of mobile teams to cover remote areas.

                                        3. Improving Access to Care

  • Provision of glucometers, test strips, essential medicines, and insulin.

  • Strengthening diabetes care units in hospitals and health centers.

  • Creation of regional referral points for complications

                                        4. Strengthening Medical and Community Capacities

  • Continuous training for nurses, doctors, pharmacists, and community health relays.

  • Development and dissemination of unified national diabetes management protocols.

                                        5. Digitalization and Monitoring

  • Implementation of a digital information system to register and track patients.

  • National dashboard for epidemiological monitoring of diabetes.
